Bugzilla's attachment.cgi script broken

Whenever I want to download an attachment of a bug, my browser saves it as
attachment.cgi" and says the type is "CGI file", no matter what the real type
is. That means the original attachment name and the information if it is
application/x-lyx" or e.g. "application/x-zip" is lost. The attachment type is
correctly displayed in bugzilla. I tested this with Firefox, Mozilla suite, and
Internet Explorer with various settings and got the same result.
Christian Ridderström testet it with Opera and got the same result.

To test download the attachment of #2176 (a zip-file).

It seems we use 2.16.3, which is exactly the version the bug report was about.

That means we need to update to the latest stable bugzilla 2.20 to fix this.

Btw. we could benefit from a lot of new features:

I don't know if it is difficult to update bugzilla, perhaps this could be done
while the next lyx meeting. It is a bit annoying that you don't know which type
an attachment is because you always get a .cgi-file.
