Description
When running lyx-qt in locale de_DE.UTF-8, characters such the ü in Einfügen
appear incorrectly as two unrelated characters, as if a UTF-8 string were being
iterpreted as latin-1.

Also: even if UTF-8 doesn't work, LyX should probably default to ISO-8859-15 in
favor of ISO-8859-1, since the ISO-8859-15 locale contains has superseded it (it
has the euro character for example).

Fixed in 1.5.0svn. Too difficult to fix in 1.4.x (except for the known
workaround: Setting the LANG environment variable)

I can confirm this bug in 1.4.1. A workaround is to generate the corresponding
ISO-8859-1 locale, then LyX will select it automatically.
