URLs in HTML export are broken

Description
URLs aren't generated correctly when exporting as HTML (using latex2html or
hevea, for example). On my system they don't even get marked up.
The bug reporter in Debian said:
Instead of exporting a URL as a "\url{location}{Name}" it exports it as
"Name \url{location}". As a result the HTML export is useless. It can be
used only if you export to LaTeX first, fix all \url by hand and run
HeVeA on top.
I have removed all of my .lyx settings just in case - no joy.
