Description
We should use this settings by default:
Toolbars
"standard" "on,top"
"extra" "on,top"
"table" "table,bottom"
"math" "math,bottom"
"minibuffer" "off,bottom"
End
because many users are not aware of those toolbars and don't seem to be
able/willing to alter stdtoolbars.ui

I agree with Jürgen. We are hiding too many things from the average user.

JMarc, why don't you want to have it in 1.4.3? It is an often requested feature
whose implementation is uncritical and improves the usability a lot for the users.

Remove milestone 1.4.x, which is not a real milestone anyway.
