I'm personally not convinced that such features are a good idea and I don't
think they really fit into the concept of working with LyX and latex.

thanks for the pointer. Obviously I had no use for such a feature so far and
completly missed it.

You can do precisely what the reporter wants to do. (Select paragraphs, then
Edit>Pasragraph Settings.) Whether we need more of this is indeed debatable.
