Maybe it's possible to make it optional if you'd like to have a cache or not?

We need this cache file. And the reconfiguration can take quite long, depending
on the system/OS.
This cache is a set of defaults (what programs to use) for lyx and also
some discovery of the available latex packages. I am not sure that
it would be possible to do it at run time.
If the same homedir is shared among very different architectures, it may be wise
to use LyX with a different -userdir flag.
