when entering bibtex citations with for author that are organisations or
institutions on likes to use the abbreviation in the text and the full name in
the bibliography.
It would be very nice if a user could enter the info for citealias in the
cite-dialogue and Lyx would take care of the rest.

I'd still like to get to this for 2.0, but I'm not absolutely sure what's wanted here. If someone could tell me exactly how the dialog would need to change, I could do it.

Postponement is OK, since we do not have a clear description of the issue. As I said in the previous comment, that's about all that would be needed.

I would like to see possibility to easily add a citealias for an organisation or institution in LyX.
The following LaTeX functionality may be supported by the insert-site command:
@techreport{FEMA350,
author = {{Federal Emergency Management Agency (FEMA)}},
title = {Recommended seismic design criteria for new steel moment-frame buildings},
year = 2000,
number = {FEMA-350},
address = {Washington, D.C.}
}
At the beginning of my LyX file I have in ERT
\defcitealias{FEMA350}{FEMA}
At the location of my citation I use in ERT
\citetalias{FEMA350}
Followed by a normal LyX citation reference to FEMA350 with Citation Style selected to only give the date
The result is
"FEMA 2000" in the text
and
"Federal Emergency Management Agency (FEMA)..." in the bibliography

Note that this is a natbib-specific approach, and a very crude one if I may add. Jurabib and biblatex both have the shortauthor
field for this purpose, which is much more convenient.

Yes. The implementation of this would be nontrivial, and I think it's not worth it, given the esoteric scope.
Note also that it is possible to implement shortauthors in natbib styles (and I am sure there are some available that do that).
