Change tracking for citations does not work correctly

Description

If I turn on track changes, delete a citation and try viewing output w/ the
"show changes in output" turned on, I get an error. Shows up in Lyx fine but
cannot generate output. Attaching a sample lyx file and a bib file.

confirmed. The problem is that soul.sty cannot deal with citations.

We might have to switch to ulem finally. As a workaround, put into preamble

\usepackage[normalem]{ulem}
\renewcommand{\lyxdeleted}[3]{{\color{lyxdeleted}\sout{#3}}}
