Extra float dialogue appears when right-clicking graphic

When a graphic is inside a figure float, and you right-click the graphic, the
expected behaviour is to pop up a dialogue to edit the properties of the figure.
However now when right-clicking you get the expected dialogue plus the float
dialogue on top of the one you wanted.

You can move the float dialogue out of the way, but if you instinctively click
on the close button instead it will stop responding. Then when you move it a
short distance out of the way it closes by itself.

After that annoyance it proceeds as usual.
