make rpmdist is problematic with new versions of rpm

Make rpmdist does a rpm -ta call. However, the -ta parameter is deprecated in
the last versions of rpm and this functionality has now been implemented in
rpmbuild. So either the configure script should check the validity of rpm -ta or
the user should be warned that /etc/popt should be edited as is shown in the rpm
manpages to allow for this legacy call to rpm.
